Thank you for visiting our web site. Please take a moment to
familiarize yourself with the many services provided through the
Eastpointe Memorial Library. We would like your experience with our department to be a
pleasant one, and we will be happy to assist you in any way we can.
The Library Commission is appointed by the Mayor,
subject to the consent of the City Council. The Library Director is appointed by, and serves at the pleasure of,
the Library Commission.
The Eastpointe Memorial Library is located
at 15875 Oak Street. Hours of operation of the library are:
Monday -
Thursday: 10:00 a.m.- 8:00 p.m.
Friday - Saturday: 10:00 a.m.- 4:00 p.m.

Library Staff

Carol Sterling, Library
Director
Former Assistant Director Carol Sterling was officially
named Director of the Eastpointe Memorial Library on May 03, 2004. She
succeded previous Director Joyce Conte.
Ms. Sterling began her library career at the Hamtramck
Public Library/Albert J. Zak Memorial. Her first position was that of
Children's Librarian. In 1989 Sterling was appointed Director of the
Hamtramck Library. As Director she obtained a Library Services and
Construction Grant to automate the library along with a Michigan Council
of the Arts grant for the painting of a 65-foot mural in the Children's
area of the library. The mural was a community project and learning
experience, where community members posed for the mural and learned the
process of mural art as they watched the work in progress. While she was
in Hamtramck, the first millage to fund the library was passed by an
overwhelming public vote. Ms. Sterling also found time to oversee the
building of a library float for the annual Labor Day Parade, three years
running.
She was elected to the Wayne Oakland Library Federation Advisory Council
representing Class IV libraries in that cooperative (now The Library
Network).
Since coming to Eastpointe, she has assisted with
implementation of policies and procedures concerned with providing
Internet access to the public. Ms. Sterling has also assisted in the
redesigning of library space to accommodate new technologies that enhance
library service.
Asked in what direction she wishes to take the library,
Ms. Sterling replied, "I want it to remain as people-friendly as we are
and maintain a materials collection that the people want or need and make
it as easy as possible for them to access. I want to let the library users
lead the direction it goes in because it's their library".
Ms. Carol Sterling is an avid mystery buff, and her
off-hours are spent reading mysteries ranging from the oldies by Arthur
Conan Doyle and Agatha Christie to modern day M. C. Beaton and Patricia
Cornwell.

Patricia Price, Assistant
Director
Ms. Price received both her B.A, and M.S.L.S. from
Wayne State University. While pursuing her degree, Price was employed by
Wayne State as a Graduate Research Assistant and was assigned to the
McGregor Public Library in Highland Park where she gained experience in
circulation procedures, acquisitions, cataloging, and reference while
concentrating on Children's Services.
Upon receiving her degree, Ms. Price became the Children's Librarian at
the McGregor Public Library. She was responsible for overseeing the youth
collection, while developing programs for children. Price also performed
out-reach services by speaking before community groups and organizations.
She served as the representative of the McGregor Library to the Detroit
Associated Libraries Cooperative, (DAL), and during this time she helped
to coordinate the automation of the library. Ms. Price wrote and received
grants for the development, implementation and continuation of programs
for children and also worked closely with the Detroit Free Press "Gift of
Reading" program.
Ms. Price joined the Eastpointe staff in 1995 as the Youth Services
Librarian. Responsibilities include; selection and purchasing of youth
materials, development of policies and procedures, maintaining a close
relationship with the East Detroit Schools and planning, publicizing and
conducting programs for children preschool through middle school. Price
also provided adult and children's reference and Reader's Advisory
services, along with bibliographic instruction.
Price has served on the Wayne County Community College Citizens Advisory
Board and the WTVS-Channel 56 Citizens Advisory Board. She has been a
Junior Great Books leader at the Detroit Public Library. A long time
member of the Michigan Library Association, Price has served on many
state-level committees for the Children's Services Division and has been a
presenter at workshops.
On July 12, 2004, Ms. Price was named the Assistant Library Director. "I
will miss the daily involvement with children", Price said, "but I feel
that I can still serve the families of Eastpointe by helping to make the
Library a source of pride to the Community."
In her leisure time, Ms. Price enjoys gardening and reading historical
non-fiction.

Sue Todd, Youth Services
Librarian
Former Adult Reference Librarian Sue Todd has been officially named Youth
Services Librarian.
Sue Todd began her career at the Eastpointe Memorial
Library in 1994 as a pre-professional working in Adult Services. During
this time, Mrs. Todd gained invaluable experience in Public Library
Service, while working on her Master's degree in Library Science at Wayne
State University. Working for the Library was so rewarding that Todd
continued working in Adult Services after she received her degree.
As an Adult Services Librarian, Todd was responsible
for assisting patrons in locating library material, reader's advisory
service, preparing bibliographies and book lists, cataloging library
materials, recommending books to add to the collection, purchasing music
CDs and selecting and maintaining recommended websites for the Library's
webpage. Over the years, Mrs. Todd has enhanced her skills by attending
workshops and computer classes, thus keeping current in the ever changing
world of Public Libraries.
Several times when vacancies occurred in the Youth
Services Department, Todd assisted in that department while maintaining
the responsibilities she had in Adult Services. As interim Children's
Librarian, Todd purchased and cataloged books, audio-visual materials, and
magazines, planned pre-school storytimes, added a toddler time and a book
discussion group for young adults, performed in puppet shows, and
scheduled programs.
On September 7, 2004, Mrs. Todd became the Youth Services Librarian.
She looks forward to her new responsibilities in that department.

Library Mission
The mission of the Eastpointe
Memorial Library is to provide for all its residents, informational,
educational, cultural and recreational materials in various media,
within the necessary limitations of budget and space, recognizing the
wide diversity of tastes, interests, education and cultural backgrounds
of the community.
To meet this goal, the Library has
adopted these main service objectives.

to all members of the community the materials which will satisfy their
needs and will enable them to become well-informed and decide
important questions; to provide entertainment and to improve the
quality of leisure time; to stimulate their interest and pleasure in
reading.

BYLAWS
OF THE EASTPOINTE MEMORIAL LIBRARY COMMISSION
ESTABLISHMENT
The Eastpointe Memorial Library was established pursuant to
Public Act 164 of 1877, as amended. A Library Commission is provided
for by the City Ordinance No. 56 and is governed by the following
principles:

The Library Commission shall be concerned
with general policies whereas the Library Director shall be
concerned with the administrative duties of the library, including
library personnel.
-
The Commission shall receive from the
Director a detailed monthly report of the library's activities.
-
The Commission shall receive the Director's
recommendations concerning purchases of equipment amounting to
$200.00 or more.
-
The Library Director shall secure from the
City Treasurer a financial report which will include the budget,
expenditures, and the balance. This report shall be presented to
the Library Commission at the monthly meetings.

The Library Commission shall determine what
portion of the library's budget shall be spent on books,
equipment, salaries, etc. The fiscal year for the business of the
library shall be from July 1st to June 30th.

MEMBERSHIP
The Eastpointe Library Commission consists of five members, four
of them shall be appointed for a five year term by the Mayor with
the approval of the City Council. Not more than one member of the
Council shall at any time be a member of the Commission.
OFFICERS
The following officers are elected at the first regular meeting
of the fiscal year:

Chairman: The Chairman presides at all
meetings of the Library Commission, enforces all policies of the
Commission and, in general, serves as the Commission's chief
executive officer.

Vice-Chairman: The Vice-Chairman serves as
Chairman in the absence of the Chairman.
-
Secretary: The Secretary keeps a record of
the minutes of all meetings and carries on all correspondence for
the Library Commission. The minutes are mailed to each member. One
copy is sent to the City Council and one copy is retained by the
Library Director for the library staff.

MEETINGS
-
Regular meetings of the Library Commission
shall be held once a month at the Eastpointe Memorial Library. A
quorum of three members shall be required to transact business.
-
Any Commission member anticipating absence
from a regular meeting shall give advance notice of his or her
intended absence to the Chairman, Secretary or Library Director.
-
A member can be removed from office for
misconduct or neglect of duty, upon the discretion of the City
Council. Members who miss three or more meetings during the
calendar year may be asked to resign.
-
All meetings shall be held in accordance
with the Open Meetings Act. Each agenda shall contain "Hearing of
the Public" as a standard item. Any public statements made during
this "Hearing" are subject to the following rules:

Public participants must first state their
name and place of residence. |
 |
Public participants may speak for a
maximum of three minutes. |
 |
Public participants may only speak once
per meeting. |
 |
Public participants must address all
remarks to the Chair. |
 |
There shall be a maximum of 30 minutes
allotted per meeting to public participation. |
 |
Commission members shall not respond
during public participation. |

MEMORIAL LIBRARY TRUST FUND
The Library Commission encourages, receives and administers
bequests, gifts and endowments to the Memorial Library Trust Fund.
All such monies shall be deposited in the Fund, and shall remain in
the Fund to be spent at the discretion of the Library Commission for
the sole purposes of the Eastpointe Memorial Library.

REVISION
Policy may be revised at any regular meeting by resolution and a
supporting vote of no fewer than three members. The Commission shall
appraise existing policy once every year, in the month of January,
in order to make necessary revisions in accordance with changing
conditions.

REFERENCE SERVICES
 |
Reference services will not
be denied based on age, gender, creed, race or ethnic origin.
|
 |
Reference librarians will
provide information in the form of short answers to specific
questions and guidance in locating materials for patrons who
appear in person, call on the telephone, or request information
through correspondence. |
 |
Reference librarians will
assist patrons in the use of the library and teach research
methodology, when appropriate. This includes providing help in
developing a research strategy and advice on whether a trip to the
library would be worthwhile for individuals who telephone.

 |
Reference librarians will
provide bibliographic verification of items both in the library
and not owned by the library and will assist patrons in obtaining
materials through interlibrary loan when appropriate. |
 |
Reference librarians may
refer library users to other departments, agencies and libraries
in pursuit of needed information. |
 |
Reference librarians may use
not only the library's resources in printed form, but consult
appropriate resource agencies by telephone, in the pursuit of
ready-reference information. |
 |
Reference librarians will
quote from medical, legal, census, or tax-related sources.
However, they may not make judgmental or evaluative comments or
provide interpretation of the information. |
 |
Reference librarians cannot
make recommendations to patrons for the purchase of dictionaries,
encyclopedias, books, reference materials or any other products.

RESERVES/INTERLIBRARY LOAN
Patrons must have a valid
library card before placing a reserve or initiating an interlibrary
loan.
Reserves may be taken for
circulating materials owned by or on order at the library with the
following exceptions. Reserves may not be placed on reference
materials, auto repair manuals, dvds or videocassettes, sculpture,
art prints, magazines, vertical file materials, college catalogs, or
uncataloged paperbacks.
There is no charge for
reserving materials owned by the Eastpointe Memorial Library.
Patrons will be notified when materials are available by e-mail,
Talk-To-Me or through a computer generated notice.
For interlibrary loans, all
policies of the lending library will apply. Any charges incurred
from the lending library will be passed on to the patron requesting
the material.

highest level of service through appropriate and usefully
organized collections, fair and equitable circulation and service
policies, and skillful, accurate, unbiased, and courteous

EASTPOINTE MEMORIAL
LIBRARY GOES WIRELESS
The Eastpointe Memorial Library will now offer
wireless connection to the INTERNET. To access the wireless
Internet, you will need a laptop computer that supports wireless
standard 802.11b and 802.11g. Turn on the power and you too can be
surfing the web and checking your email.
Some frequently asked questions:
If I have problems connecting will there be
someone there to help me?
The Library does not have the staffing to offer any
service. If you have the correct hardware installed and your machine
is configured to automatically obtain an IP (Internet Protocol)
address, you should not have any problems. Consult your computer
documentation if you require additional information.
Where is Public Internet Access available?
Public Access is available from all public areas in
the library.
Is there any cost for this service?
There is no charge for the service.
How long can I stay on the Internet?
You have unlimited access to this Internet
connection during the library’s hours of operation.
Can I print to the library printers from my
computer?
The library does not provide any access to the
network printers.
Is the network secure?
When you are connected to the library’s network,
you have the responsibility of protecting your computer and the data
since you are directly connected to the Internet. The Eastpointe
Memorial Library cannot guarantee the security of your computer while
connected to our
network.
The Eastpointe Memorial Library is not responsible
for any Internet content accessed through the use of personal
computers by persons of any age.

The Friends of the Eastpointe Memorial Library is a
support group dedicated to the promotion of the Library and the services
it provides. Over the years, this organization has provided many gifts
to the Library, including the conference table, the public address
system, the Children’s Computer Center, computer furniture, window
treatments, Community Room renovations, exterior lighting and most
recently the renovation of the Library Courtyard.
The Friends meet on the second Saturday of each month
(except for July and August) at 2:00 p.m. in the Library Community Room.
Membership is as little as $5.00 a year.
The Friends sponsor several fund-raisers throughout
the year and also have an on-going used book sale.
The Friends of the Library have established a digital
videodisc collection. Rental is $2.00 for a period of two days, or $1.00
if you are a Friends member.
