General Information

In the City of Eastpointe, there are approximately 100 volunteers serving on 18 boards and commissions. These committees were created either by City Code, City ordinance or Council resolution. The responsibilities, powers, terms of office, memberships size, qualifications and meeting schedule varies for each board and commission.

The City Council seeks nominations of citizens interested in serving as vacancies arise. For information about the duties and responsibilities of the boards and commissions and how to apply for a position on a board or commission, contact the City Manager's Office at 445-5016.

The mission of  the Eastpointe Beautification Commission is to encourage local residents to expand efforts to beautify their homes and community.

BEAUTIFICATION COMMISSION MEMBERS

The Beautification Commission consists of eleven volunteer residents who are appointed by the City Council for one to three-year terms of office.  One member serves as chairman.  Other members serve as vice chairman, recording secretary, and treasurer.  Currently there are also two honorary members who were appointed by the Mayor and City Council because of their previous service with the commission.  All members serve on at least two subcommittees within the commission.

The commission has visible signs of their work throughout the city: gardens at Spindler Park and Nine Mile and Gratiot Avenue are just a few.  The commission has many events throughout the year beginning with the Flower and Garden Market Festival in May, the Pond Tour in July, Plant Exchange in September, Landscape Awards in October, the Tree Memorial in November.  The commission serves the community by hosting several gardening seminars during the year.  This year, the commission is beginning a new program, "Celebrate Autumn", which will run from October 1st through November 15th.

City Liaisons

City Council Member Bill Sweeney is the current liaison from the City Council. Eastpointe's Parks and Recreation Director attends the meetings as a city representative, as does the Park Supervisor, who acts in the role of Staff Liaison.

BEAUTIFICATION COMMISSION MEETINGS

All meetings are open to the general public and are held on the fourth Thursday of each month at 7 p.m. at Eastpointe's Community Center, located on 8 Mile Road, East of Gratiot, (586) 445-5080. A portion of each meeting's agenda is set aside for a "Hearing of the Public" where local residents are encouraged to voice their opinions on all things related to the city and its appearance.

BEAUTIFICATION EVENTS

Community Beautification

The Beautification Commission is proud to offer its Community Beautification Program in which the Commission will donate up to $100.00 toward the necessary supplies (flowers, trees, etc.) needed for a non-profit, civic or community group's local beautification project.  Donation request forms are available at the Community Center.

Educational Seminars

All seminars will be held at 7:00 PM at the Eastpointe Community Center in the basement, unless otherwise announced.  All seminars are free of charge unless otherwise advertised.  If you would like to request a particular topic for a seminar, please leave a message for Peggy Mann at (586) 445-5080.  The following are scheduled gardening seminars for 2008:

Flower and Garden Market Festival

The Flower and Garden Market Festival will be held on May 31, 2008.  Purchase your garden flowers at Spindler Park.  Many local vendors will be selling their wares for your convenience!

Pond Tour

The Pond Tour will be held on July 20, 2008.  Tickets will be sold for this very popular event!

Plant Exchange

The Plant Exchange will be held on September 21, 2008, from 12:00 noon until 3:00 PM.  Bring those garden perennials and trade for others!

Celebrate Autumn

"Celebrate Autumn!" will be held on October 1 through November 15.  Businesses throughout the city will be involved in decorating for the season.  A Children's Scarecrow Contest and other activities will be sponsored throughout the season!

Landscape Awards

Date and time for this event is TO BE DETERMINED.  Commissioners take photos of outstanding homes in Eastpointe, and awards are presented to homeowners in appreciation for keeping Eastpointe beautiful.  If you have a neighbor who has worked hard to maintain the upkeep of your neighborhood, you can recommend them to the commission by leaving a message for Carol Burton at (586) 445-5080.

DOWNTOWN DEVELOPMENT AUTHORITY

In 1986, the Eastpointe Downtown Development Authority was established by Ordinance No. 682 in recognition of the fact that it is in the best interest of the public to halt property value deterioration and increase property tax valuation where possible in the downtown business district in the City, and to eliminate the causes of that deterioration, and to promote economic growth. The DDA was established pursuant to Act No. 197 of the Public Acts of 1975 of the State of Michigan.

The purpose of the DDA, as outlined in the bylaws of the DDA, is to correct and prevent deterioration in business districts, to authorize the acquisition and disposal of interests in real and personal property, to authorize creation and implementation of a development plan in the districts, to promote economic growth of the districts and in general to increase property tax value where possible within the district.

The DDA is under the supervision and control of a Board consisting of the City Manager and eight (8) members appointed by the City Manager, subject to approval of the City Council.

EASTPOINTE DDA IS WORKING FOR YOU!

Downtown Development Authorities were established in Michigan by Public Act 197 of 1975. Generally speaking their purpose is to correct and prevent deterioration in business districts by promoting their economic growth. This is accomplished through the capture of any increase in tax assessment after the establishment of the district for use on enhancements to the district.

The Eastpointe DDA currently provides the following services to the District: beautification efforts, streetscape enhancements, lawn & garden maintenance, marketing efforts, a Downtown Ranger for summer light maintenance, an Adopt-A-Brick program, and more. The Authority Board continuously strives to improve current services and search for additional enhancement programs.

If you've not been involved previously but would like to be, please contact the DDA Director. If you have questions or concerns, the DDA Board would like to hear them. Your involvement is important. Remember, this is your Downtown Development Authority and your input is vital to the continued success and health of downtown Eastpointe.

SPONSOR A BENCH PROGRAM

The Eastpointe Downtown Development Authority is pleased to announce a new public enhancement project for downtown Eastpointe.  This Sponsor a Bench Program is designed to further enhance our beautification efforts by giving you the opportunity to purchase an attractive bench for placement in the Nine Mile and Gratiot downtown district.

These benches are designed to compliment the brick streetscape, antique lamp posts and flower gardens that already decorate downtown.  Consider leaving a lasting legacy in downtown Eastpointe for future generations to enjoy.

Cost: $500.00

Includes:

BENCH: made of durable, recycled plastic with "cedar wood" finish molded in,  center arm rest, and black cast irons supports.

PLAQUE: 3-line, 2" by 10" and made of cast bronze, inscribed with the sponsor's name or message.

CERTIFICATE OF APPRECIATION: A certificate of appreciation, suitable for framing, will be mailed to you as a thank you from the City of Eastpointe Downtown Development Authority.

COMMERCIAL FACADE IMPROVEMENT PROGRAM

The Eastpointe Commercial Façade Improvement Program has been established to assist local landlords and business owners with facility upgrades.  The program is a coordinated effort between the City ofEastpointe, the Eastpointe Chamber of Commerce and First State Bank.  Incentives include free architectural design assistance, low interest financing, and $1,000 grants for sites located in the Downtown Development Authority district.  Applications are available at City Hall and the Chamber of Commerce.
